Elect an experienced, trusted Scottsdale leader who understands the importance of securing Scottsdale's water future — and who will end the partisan City Council disputes and get back to common sense governing.
There are three candidates running for two Scottsdale City Council seats. Zubia's opponents hold very different and opposing positions to his priorities of city water security, Preserve and park preservation, and safeguarding our taxpayer dollars.
If you vote for two candidates, Zubia's support will be diluted.
A native Scottsdale resident, Coronado High School graduate, retired banker, and longtime community volunteer, Zubia has spent decades as a leader and advocate for the people of Scottsdale. He has earned their trust by showing up, listening, and following through.
Vice Chair (2022–24), Protect and Preserve Scottsdale Task Force — which developed the recommendations that became Proposition 490, approved overwhelmingly by Scottsdale residents in 2024. Those funds are now being used to improve our parks and WestWorld, protect the McDowell Sonoran Preserve, and provide safety equipment and services.
Chaired the Scottsdale Human Services Commission (2010–2016, 2021–2024) — a seven-member citizen advisory committee appointed by the City Council to provide recommendations on human services priorities and programs, and to review funding allocations for Scottsdale Cares, Community Development Block Grants, HOME, and Human Services Emergency and General Funds.
President (2005–present), Partners for Paiute Neighborhood Center — which provides funding and resources for community members and agencies with immediate needs.
“Raoul Zubia's tireless advocacy for Scottsdale's welfare has earned him widespread admiration. From his philanthropic endeavors to his civic engagements, Raoul's unwavering commitment to community service continues to uplift and inspire others.” Scottsdale Chamber of CommerceWatch the tribute
